Law and Justice in Sport: The New Anti-Doping Framework

About the Event

The conference is dedicated to the Year of Constitution and Sovereignty in Azerbaijan  and centers on the transition to the revised 2027 World Anti-Doping Code and the 2027 International Standards Update Process (effective 1 January 2027). The program opens with keynote addresses by Snežana Samardžić-Marković (WADA Independent Senior Expert) and Tahmina Taghi-zada (CEO, AMADA), setting the frame for legal harmonization and strategic priorities.
Plenary Panel 1 — “Rule of Law in Sport: Shaping the New Anti-Doping Order” (moderated by Tahmina Taghi-zada) brings together Stefan Trinks (WADA), Lars Mortsiefer (NADA Germany), and Floriane Cavel (AFLD) to examine Code updates, due process, and consistent application of legal standards across jurisdictions.
Plenary Panel 2 — “Towards a Fairer Game: Human Rights and Justice in Sport” (moderated by Rufat Efendiyev, Deputy CEO, AMADA) features Anna Thorstenson (Athletes’ Anti-Doping Ombuds), Rūta Banytė (LTU NADO), and Hubert Dziudzik (POLADA), focusing on the interface between strict liability and the presumption of innocence, proportionality of sanctions, protection of vulnerable groups, and the opportunities and risks of digitalization for privacy and fair defense.
